Arizona Real Estate Advisory Board
The Arizona Real Estate Advisory Board was established by the Legislature to provide the Real Estate Commissioner "with such recommendations as it deems necessary and beneficial to the best interests of the public. The board shall also provide recommendations on specific questions or proposals as requested by the Commissioner."
The board is comprised of ten members appointed by the Governor. The term of office of each member is six years.
The membership of the board consists of:
- Two members, each of whom is a real estate broker with at least five years of brokerage experience in this state. Not more than one member shall be appointed from any one county.
- Three members, two of whom have been engaged in residential real estate brokerage for the five years immediately preceding appointment, and one of whom has been engaged in multifamily residential rental property management with a real estate broker license for the five years immediately preceding appointment.
- Two members who are primarily engaged in subdividing real property.
- Three public members who are not related within the third degree of consanguinity or affinity to any person holding a broker's or salesperson's license from this state.
Members receive no compensation. Although the Board is required by Statute to convene at least once every three months, meetings are held every other month. A notice of each meeting date and the meeting agenda is posted at the Department's Phoenix office at least one week before each meeting.

Advisory Board Yearly Reports

Karen Bohler, Lake Havasu City

Karen Bohler was appointed to the Real Estate Advisory Board by Governor Douglas Ducey in July of 2015. Karen’s real estate sales career began in 1992 in Utah where she was a top-producing real estate salesperson. In 1996, Karen moved her family to Lake Havasu City; and in 2001, she started The Bohler Institute for Continuing Education. Karen became an active Arizona real estate broker in May of 2005, and (at the time of this writing) the Bohler Institute has just celebrated its 14th anniversary of being an ADRE-certified Real Estate School.
In 2012, Karen earned her Law Degree from The Bernard E. Witkin School of Law in Santa Ana California; and has used her education to write and publish real estate educational material that is used in real estate schools throughout Arizona, California, West Virginia, and Nevada. Karen is a mentor and advisor to new agents in Lake Havasu City, as well as a well-respected trainer and sought-after public speaker. In addition, Karen participates in the Lake Havasu City Association of REALTORS®; and will chair the 2016 Professional Development and Education Committee.
Karen brings a wealth of intellect and practical knowledge to the Real Estate Advisory Board. As a school owner, real estate instructor, active real estate broker, legal expert, and dynamic speaker and communicator, Karen is uniquely qualified to serve.

Carla Bowen was appointed to the Board by Governor Janice Brewer in January 2010, and reappointed in 2013.
Ms. Bowen has been actively licensed as a full time Realtor since 1980 and is Designated Broker / Owner of Realty Executives White Mountains with offices in Pinetop and Show Low.
She has served as President of White Mountain Association of Realtors twice, was Realtor of the Year 2001, and currently serves as Region 3 Vice President for AAR and on the Executive Committee for AAR. She also serves as Vice Chair of the Navajo County Board of Adjustments.
She is honored to serve on the Advisory Board and appreciates the appointment.
Charles Bowles, Tucson

Charles Bowles was appointed to the Board by Governor Janice Brewer in August 2009.
Mr. Bowles has been actively involved in the real estate industry since 1978. He was with Diamond Ventures in Tucson from 1999 to 2012 and was the Vice-President of Marketing and Sales, Broker.
He has been the recipient of many awards including the following: NHBA National MAIM Award Winner- 1995; SAHBA Winner of 1996 Sales Manager of The Year; 4 separate Grammy Awards for Sales and Marketing Excellence; Chairman of Sales and Marketing Committee Multiple Years; Chairman of Multi-Housing Council for Southern Arizona; Member of the Year 2008 and Tucson Father’s Day Council–Father of the Year 2008.
He has extensive volunteer experience and currently serves as President of Tu Nidito Board of Directors.

Kimberly Clifton was appointed to the Real Estate Advisory Board by Governor Janice Brewer in September of 2011.
Ms. Clifton is the owner and designated broker of Tierra Antigua Realty.
After proving her mettle as a top producing sales agent, she and her husband Matt established their own brokerage in 2001. Together, they have orchestrated a rise to excellence that has seen their brokerage currently employ over 800 agents, capture the second largest market share in Southern Arizona, and open three Tucson offices and one Sierra Vista office.
Her tremendous leadership talents were recognized by the Arizona Daily Star in 2005 when she was listed as one of Arizona’s “Top 40 Under 40”. In 2010, she was named one of the Top 10 Female Executives in Southern Arizona. With Kim at the helm as designated broker, her company has achieved acclaim as a top 60 regional employer, a consistent community service award winner, and as one of the “Best of the Northwest” companies, chosen by the People’s Choice Awards of The Explorer News.
Kim’s passion for service to her fellow professionals is evident. She has been elected to serve on the 2012 Tucson Association of REALTORS® Board of Directors. She is a two-term past-president of TAR/MLS and has also served the Multiple Listing Service as vice president, immediate past-treasurer, and board member. Furthermore, she has provided service as a TAR Risk Committee member and by serving her colleagues on the AAR Board of Directors.

Frank Dickens was appointed to the Board by Governor Janet Napolitano in 2005, and reappointed by Governor Janice Brewer in 2012.
Mr. Dickens has been a licensee since 1979 and has served the Arizona Association of Realtors® as President and as a National Director in Land Use and Environment. He has also served as a Parks and Recreation Commissioner in the City of Flagstaff.
A life long resident of Arizona, he is a firm believer that growth, commerce and the environment can be balanced in Arizona to assure a healthy lifestyle for all of it's residents.

Nedra M. Halley, CPM® is the Owner/Broker of Dunlap & Magee Property Management Inc. She has been with the company since
its inception in 1976 when Charlie Dunlap and Gary Magee formed the apartment development company. In 1985 she became a
partner with them in a fee management company, and sole owner in 1990. Dunlap & Magee has been an Accredited Management
Organization (AMO®) since 1983, and currently manages over 7,000 apartment units at approximately 60 sites. Nedra has
been an Arizona Real Estate Broker since 1985.

Bruce A. Jacobs, Tucson

Bruce Jacobs was appointed to the Real Estate Advisory Board by Governor Douglas A. Ducey in November of 2015.
Mr. Jacobs is currently the Chief Operating Office and Executive Vice President of Title Security Agency, LLC operating in both Pima and Pinal Counties. He began his career with First American Title in 1991 managing the Tucson operation and expanded to managing other county operations throughout the State of Arizona. In June 2014, First American and Title Security merged their Tucson operations forming a Joint Venture into the new LLC.
Bruce is a graduate of the University of Arizona and The University of Phoenix earning his MBA. Bruce was involved as an active Broker prior to joining the title industry. He remains engaged in the various real estate trade organizations of TAR, CCIM, and SAHBA.
He has served previously as President of the Land Title Association of Arizona (LTAA), Chairmen of the Pima County Real Estate Research Council (PCRERC), and as a Board Member of The Centurions.
Nicole LaSlavic, Phoenix

Nicole LaSlavic is a long time resident of Arizona and graduate from Northern Arizona University, earning a bachelor’s degree in Criminal Justice. Ms. LaSlavic has over a decade of government relations experience at all levels of the government.
She is the Vice President of Government Affairs for the Arizona Association of REALTORS®. As the lobbyist for the Association, she represents 43,000+ REALTORS® in Arizona at the state legislature and on various committees and commissions. Ms. LaSlavic has been involved in several statewide and local campaigns on behalf of the REALTORS® on issues ranging from taxes to land use and both for and against candidates.
Prior to joining the Association, Ms. LaSlavic worked as a lobbyist for a law firm as well as a local government relations firm. In both capacities, she worked to develop, advocate and implement policy and programs on a broad range of issues including health care, retirement, public safety and economic development. Throughout her career, she has developed and maintained relationships with legislators, staff and members of the various state agencies.
In addition to her work in state government, Ms. LaSlavic serves on the Board of Directors for the Desert Southwest Chapter of the Juvenile Diabetes Research Foundation.
Scott J. Peterson, Phoenix

Mr. Peterson has been actively engaged in the real estate industry since 1986 with experience in land acquisition, master plan development, and home building. He has founded two real estate development and homebuilding companies in the Phoenix metropolitan region and held various executive positions with national home builders throughout the country.
He is an Arizona native and Honorary Life Director of the Home Builders Association of Central Arizona. He and his wife are actively involved in several community and church organizations and enjoy spending time with their family.
