Arizona Real Estate Advisory Board
The Arizona Real Estate Advisory Board was established by the Legislature to provide the Real Estate Commissioner "with such recommendations as it deems necessary and beneficial to the best interests of the public. The board shall also provide recommendations on specific questions or proposals as requested by the Commissioner."
The board comprises of nine members appointed by the Governor. The term of office of each member is six years.
The membership of the board consists of:
- Two members who have each been, for five years, a real estate broker actively engaged in business as such in this state. Not more than one member shall be appointed from any one county.
- Two members who shall be primarily engaged in subdividing real property.
- Three public members who are not related within the third degree consanguinity or affinity to any person holding a broker's or salesperson's license from this state.
- Two members who have been engaged in residential real estate brokerage for the five years immediately preceding appointment.
Members receive no compensation. Although the Board is required by Statute to convene at least once every three months, meetings are held every other month. A notice of each meeting date and the meeting agenda is posted at the Department's Phoenix office at least one week before each meeting.

Charles Bowles was appointed to the Board by Governor Janice Brewer in August 2009.
Mr. Bowles has been actively involved in the real estate industry since 1978. He has been with Diamond Ventures in Tucson since 1999 and is the Vice-President of Marketing and Sales, Broker.
He has been the recipient of many awards including the following: NHBA National MAIM Award Winner- 1995; SAHBA Winner of 1996 Sales Manager of The Year; 4 separate Grammy Awards for Sales and Marketing Excellence; Chairman of Sales and Marketing Committee Multiple Years; Chairman of Multi-Housing Council for Southern Arizona; Member of the Year 2008 and Tucson Father’s Day Council–Father of the Year 2008.
He has extensive volunteer experience and currently serves as President of Tu Nidito Board of Directors.

Carla Bowen was appointed to the Board by Governor Janice Brewer in January 2010.
Ms. Bowen has been actively licensed as a full time Realtor since 1980 and is a Designated Broker / Owner of Realty Executives White Mountains with offices in Pinetop and Show Low.
She has served as President of White Mountain Association of Realtors twice, was Realtor of the Year 2001, and currently serves as Region 3 Vice President for AAR and on the Executive Committee for AAR. She also serves as Vice Chair of the Navajo County Board of Adjustments.
She is honored to serve on the Advisory Board and appreciates the appointment.

Frank Dickens was appointed to the Board by Governor Janet Napolitano in 2005.
Mr. Dickens has been a licensee since 1979 and currently serves the Arizona Association of Realtors® as President and as National Director in Land Use and Environment. He has also served as a Parks and Recreation Commissioner in the City of Flagstaff.
A life long resident of Arizona, he is a firm believer that growth, commerce and the environment can be balanced in Arizona to assure a healthy lifestyle for all of it's residents.
Jo Ann F. Sabbagh was appointed to the Board by Governor Janice Brewer on July 30, 2010.
Ms. Sabbagh has worked in public accounting for over 15 years. She founded Sabbagh Tax & Accounting, LLC in 2004. Her practice focuses on the needs of small business owners and individuals in both Tucson and Sierra Vista. When not attending to the needs of her clients, Ms. Sabbagh is also an author and speaker for Gear Up Seminars, a division of Thomson Reuters.
She is an active member of the National Society of Accountants (NSA) and is a Past President of the Arizona Society of Practicing Accountants (ASPA). She is also a member of the Tucson Botanical Gardens and Tucson Zoological Society.
Ms. Sabbagh is originally from Toledo, Ohio, but considers Tucson her “home” since moving there in 1997.

Kim Horn was appointed to the Advisory Board by Governor Janice Brewer in January 2011.
Ms. Horn has been an Arizona Real Estate licensee for over 24 years and presently the Owner/Broker of Nextage Southwest Premier Realty.
She has served as the President of the Arizona Association of REALTORS® (AAR) and on the AAR Legislative and Political Affairs Committee. Ms. Horn is the recipient of AAR’s “Arizona Realtor of the Year” and “Distinguished Service Award”.
She has two children and lives in Prescott.

Dennis Wilenchik was appointed to the Board by Governor Brewer in May 2012.
Mr. Wilenchik is the founding partner at the AV and preeminent rated law firm of Wilenchik & Bartness P.C., based in Phoenix, Arizona, and he is licensed in Texas as well.
He has been an active commercial and real estate litigator and trial lawyer for approximately 35 years, and has represented brokers, developers, high tech companies, homebuilders, title companies and banks as well as persons suing such companies and spoken at many seminars. He has tried numerous cases, both civil and criminal, and been a nationally certified trial lawyer for many years and is a nationally certified pre trial lawyer as well.
He has supervised many attorneys over his career, and left an international firm as a partner to start his own firm in 1991, and been a deputy Maricopa county attorney, chairman of the State Bar of Arizona Trial Practice Section, and former Judge Pro Tem in Maricopa County Superior Court.
He and his wife Becky Bartness, a real estate lawyer at the firm, live in Paradise Valley, Arizona and La Jolla, California and they have a son, John, who practices at the firm as well as a daughter Caitlin, who is planning on attending law school.
Kimberly Clifton was appointed to the Real Estate Advisory Board by Governor Janice Brewer in September of 2011.
Ms. Clifton is the owner and designated broker of Tierra Antigua Realty.
After proving her mettle as a top producing sales agent, she and her husband Matt established their own brokerage in 2001. Together, they have orchestrated a rise to excellence that has seen their brokerage currently employ over 800 agents, capture the second largest market share in Southern Arizona, and open three Tucson offices and one Sierra Vista office.
Her tremendous leadership talents were recognized by the Arizona Daily Star in 2005 when she was listed as one of Arizona’s “Top 40 Under 40”. In 2010, she was named one of the Top 10 Female Executives in Southern Arizona. With Kim at the helm as designated broker, her company has achieved acclaim as a top 60 regional employer, a consistent community service award winner, and as one of the “Best of the Northwest” companies, chosen by the People’s Choice Awards of The Explorer News.
Kim’s passion for service to her fellow professionals is evident. She has been elected to serve on the 2012 Tucson Association of REALTORS® Board of Directors. She is a two-term past-president of TAR/MLS and has also served the Multiple Listing Service as vice president, immediate past-treasurer, and board member. Furthermore, she has provided service as a TAR Risk Committee member and by serving her colleagues on the AAR Board of Directors.
Kim’s magnetic personality, razor sharp business acumen, and proven success across the real estate industry all contribute to her qualifications. Her leadership style is to personally engage those she serves with an attitude of warmth, caring, and a willingness to listen.
